The contractor is required to conduct a physical and telecommunications survey within 10 business days of receiving the notice to proceed (NTP), including assessments of telecommunications infrastructure, power connections and ratings, and entry and connection to Customer Premises Equipment (CPE). Services must include a leased/dedicated fiber link with a minimum bandwidth of 200 mbps up/down (expandable to 300 mbps), networking redundancy for 99.97% availability, automatic failover between terrestrial links, 24/7 X 365 technical support, and timely response to service issues within 30 minutes. The contractor must also provide content and url filtering, protocol prioritization, application optimization, advise the mission on service customization, and advance notification of planned maintenance at least two weeks in advance, in cooperation with the usaid it office.
